Need help with a finish issue.

I posted ths on qw too. I really need some help here.
Think of your dashboard, just below the center vents.
About a month ago a little black spot appeared there (my interior is green).
Then about a week ago it appeared much larger.
Apparently the green is a soft finish applied to the black base material. It is shrinking back (down) and therefore increasing in size. I can use my thumb to push it back up and almost under the vent.
What I need first is instruction for removing the vent without doing damage.
The next thing I thought I'd do is somehow acquire some of that vinyl material that they make stickers from for cars. It seems to be impervious to heat and cold.
Next I would push the shrinking stuff up as far as possible and use the vinyl material as tape to secure it and then replace the vent.
Does anyone know where I can get a piece of that material, say clear or plain black. I'm not looking for anything with a fancy label or logo on it.
Next, does anyone have a better solution?
Is there, perhaps a touch-up kit for this?
Would that "plasti-something" that folks are using to repair their soft-touch buttons be another possible solution?

Based on the additional comment at the other place I would try Goo Gone. (NOT...Goof Off, Goo Gone is very orange in odor, Goof Off is more acetone like.)
