My oil consumption is about 1/4 liter every 15km, using Castrol 0w30...
made-in-Germany Syntec, which I understand is similar to European GLX. I've also used Mobil1 0w40, with similar low oil consumption. I change my oil as specified by Audi (every 10K miles in the USA).
So yes, I think your oil consumption is abnormal. Unless your engine is leaking oil, the only solution is a complete engine rebuild.

I had to add 1 qt of oil last year....
now my dealer discovered that one of the lines going to the turbo was not on well and thus small amonuts of oil was leaking over a long period of time.
