First I fully lowered the window. Then from the outside, carefully separated the panel at the top at the red arrows, and slightly lifted it over the lip that it sits on. Then carefully pulled it away from the door and I was able to get enough of a gap to slide my hand in. The more you separate the panel, the more risk you run of breaking or cracking it. You have to use good judgement. Once I got in behind the panel I then fully raised the window, got into the car, now from inside the car I could reach in better since the glass was fully up. I could then get to the unlock cable, and the actuator
