Passenger HID low beam won't light up. Any ideas?

My passenger side low beam went out, so I replaced the bulb. It still won't work. Just for kicks, I installed the old bulb on the driver side, and guess what...yep it worked. So, I know its not the bulb, that doesnt get me anywhere. I'm assuming there's a relay somewhere, but I have no idea were to start looking. I've read that the ignition switch, or possibly the light switch itself can cause issues, but would'nt either of these effect both lights, not just one? Any help appreciated.

They're factory. Where exactly are the ballasts? I assume they're attached to the headlight assembly somewhere? What do they cost to replace?

The ballast is located under the headlight unit. You will have to remove the three T30 Torx screws securing the unit to access it
Easy job but expensive part (I paid over $400 for one ballast 2 years ago).
You will find them cheaper on ebay.
The part number for the passenger side ballast is : 4B3 941 471 A
