Price check please - repair estimate

Indy mechanice has the AR for an oil change. Tells me the right front axle boot is split and he wants to replace the axle (as opposed to just the boot). Also needs front brakes which doesn't surprise me as I knew that was coming.
$390 for the axle
$108 for pads (no new rotors but will machine them)
$325 for labor
The axle doesn't sound bad at all. I assume the set up is similar to a CV joint. The boot split and grease is out. I don't understand why you can't just replace the boot. He's telling me that will cost as much as the labor is more intensive (taking the joints apart and repacking them).
My old A4 the stealership would only replace pads and rotors, not just pads. My indy says the rotors are OK and can just be turned. Thoughts?

Just had my front driver said axle replaced under extended warranty for $675. That's high because they went with factory part versus reman.... Could have been couple hundred less not going factory so $400 sounds spot on.

Qouted for truth, my new Powerslot slotted rotors are going on tomorrow, the OE ones are warped sooo bad it feels like the front end is gonna rip apart when I apply the brakes anywhere above 45mph & wheel shake around 55mph
BTW - it is also true it's much easier to just have the entire axle replaced if someone is gonna do it for you but if you are gonna do the work yourself it makes sense to just replace the boot
