question on CPO from dealer - can you decline to purchase the extra coverage, and still buy the car?

yes
remember everything can be negotiated.
dealers will sell with/out cpo. depending on how much it 'cost' the dealer to make the car cpo, this can be a large or small amt. some cars taken on trade are just cleaned and others have parts and time added.
make a no warranty offer or ask for their price without the cpo.
