so, the smaller of my two seats won't lock upright... making it unusable as a seat because it's unsafe...
...what the hell?

I have had the same problem on occasion. Ususally, there is something blocking it. I usually just "throw" it into place. The extra momentum usually does the trick. If you are too gentle, they never seem to lock.

Sometime the catch can close. Look at the wheel tower..wher the catch is and see if it is indeed open. If not push the button and open it by hand.

the trunk lid on a car has latched and I've slammed it only to have it bounce back and almost hit me in the jaw. If your seat release button/latch is sticking a little WD40.. will help.

You should see an 1 - 1.5 inch threaded bolt sticking out from the cargo area opening that is revealed when your seat back is lowered. Sometimes the bolt becomes loose, which affects the alignment of the seat relative to the locking mechanism.
