Default Rear Wiper Problem

My rear wiper doesn't clear the window properly. It more smears it than anything else and takes 4 or 5 wipes before it's cleared, i.e. next to useless.

I've replaced the wiper blade and deep cleaned the glass and it made very little difference.

Is there anything I'm missing. The car's a Euro 2003.

Try to remove the wiper and clean the rear window with it manually(apply pressure, but don' use the force. If it works well, than the handle spring or smth like that should be the case.

Water spray is fine. Seems to be a wiper problem.
