Who is manufacturer of Nav Plus RNS-E?

Does anyone know if it is possible to obtain and replace a a damaged faceplate on one?

Try over at navplus.us IIRC they were some people that had shipping damaged ones

or ones with bad DVD-ROM that you may be able to get some parts from

you'll need to find someone with spare parts. It's possible. Start with Alex/Proxus.
