Default Why do cars have tint laws and why are SUV's and Minivans exempt?

OK interesting question here. In Ohio legal tint is 50% all around. However it seems that minivans and SUV's are exempt from this as they all have very dark glass on the sides and rear. What specifically makes them exempt from this law? Now the reason for the post...if SUV's and minivans are exempt, couldn't an allroad fall under this same category and have deep dark tint all around like all their big brothers?

In WA the allroad does fall into the SUV and Minivan group.
