Anyone ever fail emissions? My car failed for too high hydrocarbons.

341 ppm at idle where the limit is 220 ppm, and 338 ppm at 2500 rpm where the limit is 220 ppm.
The guy that tested it said that this is usually related to unburned fuel or the car running a bit too ruch. He said that I probably don't need new cats, which is good.
I'm thinking it probably just needs new plugs maybe; what else could it be? I did run the car with ISV and IAT swapped for about 500 miles, so that could have easily fouled the plugs, no? What do you guys think?

Been through this in MA too. HC and CO too high is a rich condition. HC too high and CO low is unburned fuel. Plugs, misfire are most likely.
