Default Crank Bolt Tighting Torque Help !

I got the Crank tooth pulley from Gab today and started to put the car back together, I have the crank lock tool and a big Torque wrench, I had everything lined up and Torque the bolt to the spec in My Bentley manual, the first click of the ratchet I stopped and tried to turn the car over by hand .It would not budge, I removed everything again to see if I had the belt jammed up but nothing was out of place.
I repeated the steps again and got the same results (no Movement) So I loosen the bolt and only tightened it to 165 ft lb's and The crank moves freely now .

Is this way to little torque for this bolt or is there anything else I can try, or am missing something here?

supposed to be like +300ft/lbs

did you put the pulley on backwards?

Default I think it can only go on one way ? It has a small pin that seats to the Pulley .

Correct me if I'm wrong on that .

Probably... I remember having a similar issue... I can't recall what caused it though

338 ft-lbs without tool, 258 ft-lbs with tool.

Isn't there some sort of spacer that goes in between? 034 105 177?

Have you, somehow, messed with the crank-cam timing and you have a piston up against a valve or two?

Heads off the car , Had it rebuild last month Still sitting in the plastic wrap on the work bench
