I assume '208' is all I need to match, yeah?
I have like 5 people looking around the shops for one
are we all in agreement that a failed J17 would cause a running car to stop?

everything is fine, e.g. the engine is turning over AND it is getting a signal from the cam sensor, e.g. during starting with a good Cam sensor and RPMs more than 28 RPM (during cranking).
If the CPS is good and the ECU gets a good signal, the FP relay will be energized through pin 3/55 of the ECU, as Marc S. was pointing you to. However, if the FP relay is dead, then nothing is going to happen.

Maybe your buddy had the wrong relay but the car should have had the 4D0 951 253 (=208)
