Didn't pass emissions. HC's at idle too high. Any suggestions?

Didn't pass emissions. HC's at idle too high. Any suggestions?
I have new plugs, put them in a couple hours before the test and I have an open air filter. Does cleaning the ISV do anything?

I've fought this ever since I chipped my car...
A lot of the usuall remedies have worked in the past for me but not this year. I'm thinking it's the S/W. the MTM seems to advance the ign timing too much @ idle. I'd like to swap in a stock ecu and try the test, but I can't seem to find one locally... and my stock chips are kaput!
