does it matter if one front brake line is a couple inches longer than the other?

The front brake lines should be about 16" long. Too short and it will pull the line off at full lock

right, but one longer than the other will not change the rate at which they clamp

Default unless you have sensory receptors better than superman, I wouldn't worry about it.

now i'm completely guessing here but it would make sense for the brake lines to be always full of fluid so when you clamp down on your brakes, instant gratification.

now thats completely a guess but it would make sense considering when you remove a brake line, its full of fluid and immediately starts dripping.
