High HC--Failed emissions.

CO was normal. That means misfire and not a rich condition. Disconnecting injectors creates an RPM drop on each cylinder. Any thoughts?

Could be a mechanical problem with the engine, leaking valve, vacuum leak etc. But even more likely would be a partially plugged injector. I woud pull all the plugs and check the compression just to rule out a mechanical problem. If that is ok I would replace the plugs if they are worn and send the injectors out for a flow check and cleaning at a place like Dr. injector. Its not a cat issue, they are not designed to clean up HC in that high of an amount. 440ppm is really high. Since your CO% is ok I would suspect a problem with one cylinder.
