Default If Air Bag light is on does that mean the system is disabled?

I have an Air Bag Light on and a code coming up for a bad passenger airbag on my 95 S6 and was told by my shop who attempted to reset the code that once the light comes back on the entire system is disabled? Will the driver side still work? The repair quote is almost 1K and I can't justify it for that one side where I often do not have passengers. Can I continue to drive with the light on and feel confident on the driver side?
