Default Personally, I advocate pressure testing ONLY the intake tract by.....

disconnecting and plugging the cam cover breather hose (wine corks work well - with a clamp) AND the throttle body AND the idle stabilzation valve. You need another big plug for the throttle body hose and another cork for the ISV. By doing all that, you will find whether your intake track is leaking not that air flows through the head or not.

In my opinion.

Default 7 PSI on boost gauge, 15 PSI in intake?

Check your moisture trap (do a search for the details) and ECU vaccuum/boost plumbing. Maybe you have a leak between the intake and the transducer.
