Strange parking brake sticking issue.

My R. side parking brake only sticks if it's below about 15 degrees F.
The other Morning I went to engage the brake while warming up the car in the garage. I gave it a firm tug and it resisted, then freed up. When I went to release it it didnt feel right and my R. Rear wheel was skidding in the snow covered neighborhood roads. L. side did not skid.
When I got on dry pavement it moved, but when I got to the local gas station for my morning brew (about a half mile,) the rim was very warm and still felt like the car was "being held back" by a slugish brake.
By the time I got to work it freed up.
This only happens at below 15, only the R. side.
So...what are you guys thinking? I JUST put all new pads and rotors on all 4 wheel and did a full bleed.
My guess is in the cable somewhere...but where exactly do you think?

They just do not withstand the the elements very well, especially if you live where they use salt in the winter. The steel jacket of the cable housing swells with rust and pinches the cable.
And what a PITA to replace. I have to tighten my parking brake right now and have been putting it off. I also have to replace the cog part of the lever.
