Will a bad FPR cause to run rich? Or do they ever go bad?

We had a Volvo 240 get towed in last week due to a faulty regulator, it would not even run.
I have replaced several stuck FPR's in Volvo 240's over the years for causing such a rich condition that they would not even start, but our cars, I do not know if they fail. The way to find out would be to check the fuel pressure. That is probably not much help, sorry :>/

The FPR can certainly fail. In my old A4 my FPR would instantly flood my engine to the point where it would not start. I chased that bugger for 2 weeks trying to figure it out. If a stuck regulator can flood an engine to the point it won't start I can certainly believe it could cause you to run rich.
