Each bar corresponds to a specified amount of boost/vacuum, I do not know the exact value. Vacuum is shown as the top part of the gauge, boost going towards the bottom. Its pretty faint in this picture but you can see the bars are going up and filling the gauge from the halfway point. When they are going in the other direction, its boost.
