Default is the belt driven fan in front of ps pump supposed to run all the time?

replaced fan clutch last summer, could this fan e causing to much cooling at temps below 20f

Default The fan will spin all the time, but it will be just freewheeling when cold

Neigher of the fans can cause too much cooling. If the engine is running too cold there is a problem with the thermostat. If it's stuck open the engine will not heat up to the proper temp.

Default or t-stat works proper and car warms up but mfts sends wrong temp signal to the guage?

this is my best assumption. I know the wires are good to the gauge because it does work.
