It would be a better idea but Audi just didn't do it at that time unfortunately, otherwise maybe they wouldn't have dropped the project...
But don't forget that at that time, doing a proper boost management for 2 sequential turbos was a real nightmare for Bosch's and Audi's top notch engineers, right now it sounds kind of easy (although....) but I guess it's also the reason why they didn't pursue with the project.
The other problem must have been the heat generated by 2 hot sides and also the room to fit them properly, though I might be wrong and they might have dropped the project for totally different reasons...

How much work goes into those super/turbo-charged hybrid set-ups? Each time I try to look it up on google, I find everything but what I'm looking for. The idea is appealing, as it would improve low/mid response, which would in turn would help a large turbo take over at the top-end. You could even employ one of those clutches on the supercharger pulley, which "turns off" the supercharger, such as the one Mercedes Benz uses.. [only, for this application, the s/c would "turn off" when exceeding a pre-set RPM or boost level or something].
I could only imagine that this sort of endeavor would cost tens of thousands of dollars in engineering, production and tuning. But it certainly is an interesting idea.
