Bypass / Diverter Valve "flutter," sound. Normal?

When I shift from moderate acceleration and the Diverter Valve sound (you all know what I mean,) happens it has a very distinct fluttering sound.
Pfff Pfff Pfff instead of a single Phssssss
(yes, techincal terms I know.)
light acceleration it doesn't happen, hard acceleration it doesn't happen.
I'm thinking bad diverter valve but just want to make sure its not the N75 or something.
Do the Forge DV work well on the AANs? I got one for the TT, may as well stick with them if I can.
