Continuing on Cruise Control diagnosis - is it normal for Vent Valves to be unconnected?

Does anyone know where exactly the cruise control module is located, how to get at it ?
So I found the vacuum pump (Thanks), and I found there was a vaccum leak, which I traced back to the Vent Valve on the Clutch Pedal (yet another sign that whoever did the last clutch job really did a number) but fixed it easily ... however I noticed the valves have no electrical connectors attached - so it only releases the vacuum, and sends no signal to controller - seems odd !
Is this normal ? Are the valves on other folks cars also unconnected ? Look at the switch just above the pedal stop where the pedal rests.

Why do they call it the "Speed Regulator" in one section and "Cruise Control" in another ... annoying Germans ...
