Does the metal rebar just snap into the plastic bumper?

Taking it apart, or going back together?
Taking a part is a bitch. There are several large, obvious rivets to drill out from the bottom, and then it snaps out. The "snaps out" part is a bitch.

Can you give me more details, cause I'm having a hell of a time searching...
After the rivets are drilled out, then what? And do you replace the rivets with something?
