Keyless entry question - How does this #*&$* remote work:?

I programmed two keyfobs on my 95.5 (cdn 96) by leaving a key in the ignition, locking the door, held both buttons down and watched the lights flash. Did it for both remotes. All went without a hitch, shut the car off... no go.... the remote entry does not open or lock the car. Did I miss a step to 'set' the computer out of programming mode?
Does the button on the remote need to be be held for 5 seconds to open or close the car or is it a simple momentary push of the button?
Sounds like a silly question, but I am having no luck. Not sure if I am pushing the button on the remote properly. Any thoughts. Would be nice to get this thing working although I have lived for a year without.
I followed the procedure on the link below (found by ... doing a STFA)

Putting it back in. It worked on mine. The relay is in the fuse block on the drivers side under the hood. After you replace it, lock(or unlock) the car with the key and then the remotes should work.
