License capture nuts/Removing rear license plate holder

Fresh from my wiring misadventure -
Two of the capture nuts for my license plate have gotten loose behind the license plate holder. I figure I should replace the lot with push-ins, but I can't get at them or (since a bolt is in one of the loose ones) even get my license plate off.
What's involved in removed the entire License Plate holder? I see two hexagonal heads behind the license plate - is that all there is to it, or do I need to remove other things first?

Two large phillips head screws hold the plate tub to the trunk lid.
They are behind the plate so you need to get that off first,
cut-off wheel or dremel or angle grinder or pry the plate along with the failing captive nuts.

One of my square back nuts? had stripped the plastic and was just spinning, so I took it apart by pulling that whole plastic plate area out and using epoxy to build it back the way it was, with the nut embedded in the epoxy correctly. Then used a few pieces of weatherstripping where the double-sided taped was to eliminate rattling or vibrating. Now the plate screws have a solid base to screw into again.
