Rear seat vents not blowing air

Rear seat vents not blowing air
Under what circumstances should the rear vents be blowing air? I can't seem to get them to feed any air to the rear of the cabin, tried everything from the climate control unit.

I think they blow with the main fronts. If you turn off the top and bottom arrows it should blow out of the mains the hardest, including the rear mains. Of course there is an on/off dial on each vent so the more you close the harder it will blow out the others.
I believe if you just press AUTO button it will only blow out of the mains, including the rears. I dont use the AUTO button very often b/c lots of times i dont want the A/C turning on.

The small vents on the back of the center console are fed from the same plenum that supplies the center console vent. It works in the a/c mode or cool air ventilation. There are heater vents undeneath the front seats that supply heat to the rear compartment.
