injector is discharging across, i.e. at 0 psi boost, a 4 Bar FPR should have 58 psi (4 x 14.5 psi/Bar) on the fuel rail at the inlet to the injector. At 10 psi boost, the fuel rail pressure should be 68 psi; at 20 psi boost, the fuel rail pressure should be 78 psi, and so on, always with 4 bar or 58 psi across the injector.
The thing that makes the injector flow more is a) a different nozzle design that flows more at a given pressure than another injector and the ECU-controlled duty cycle. For a given injector, e.g. the Bosch RS2 injector, the tuners will up the duty cycle as boost increases so the percentage of time during which the injector is open (and spraying) increases in order to a) maintain a desired A/F ratio and b) make more horsepower (than stock).
For a given duty cycle, e.g. 80% and FPR, the Racetronix (Lucas/Delphi) will flow more fuel than the RS2 Bosch because of the injector design.
