*In general*, enthusiasts are willing to overlook a non-perfect body. I don't mean big dents, wrinkles, etc, but parking lot dings, gravel rash, and the like that comes from actually driving a car. If a car has dents or damaged body parts otherwise, then yes, I will agree with your assessment.
Having perfect paint will add to a car's value, but not to the level that it costs to make it perfect.

1.) New black paint over a decent black interior is a physically stunning combo. Just about any car with that combo is going to look great.
(I love the look of black over black. But I'll never own another car with that combo. The interior gets too damn hot in the summer, and the exterior is a bitch to keep nice-looking. But they look magnificent.)
2.) Improved drivetrain can make a big difference, especially to an enthusiast. But it's a chance. A wider audience will see it like "hmmm, what did this guy have to do to break an Audi tranny? And the other stuff - am I in for a huge expense when this close-to-the-edge motor gives out?" *We* know it ain't like that. After all, I just got done replacing a perfectly good set of hoses, pipes and intercooler. So I get it. But if I could get a perfect silver over platinum car, with all the records, and the mods I put in it, I sure as hell wouldn't spend what I spent on the car and the mods.
But even so, with the base value of your car without any of the mods (let's assume good condition), and with the paint that came with the car, do the mods, tranny and paint added on to that base value come out to $22k? If the base value is 10-12k, the paint 5k, and the tranny 3k (round numbers), you're already getting close. That $22k might actually have been a good deal for the guy.
