Tachometer problem

'95 S6. (OBD 1) Engine off, tach reads "0", key on, tach reads 1000 RPM. Engine running at any speed, tach reads 2400 RPM. No bent pins. VAG-COM reads RPM correctly.
Any thoughts or ideas? Anyone have a used tach?

I tried to find the climate control(CC) tech article in "Resources" but I couldn't. However, if you go to this pdf, you will find out how to access the engine RPM through the CC head on Channel 27. This will allow you to check to see whether your engine speed sensor is dead or its a problem with the instrument cluster circuit board (which is my guess):
