What is this? Turbo Coolant pump?

(In relation to the picture, the block is to the top left and the front of the car is to the bottom left)

and for that matter. What did you need to do to replace it?
From the looks, just drain coolant, unclamp and clamp in the new one. Any gaskets that need to be changed?
