For Chicago, I think it was just the sheer number of vehicles involved. Suddenly is was taking all those EV 3 or 4 times the typical amount of time to charge.

Sweden has more educated EV drivers. You simply do not have every EV driver descending on scarce chargers and sitting there for hours waiting to charge to 100% SOC.
All of the Uber and Lyft drivers handled the cold day exactly like they handle a warm day and the calculus had changed.
