Traditionally locked steering refers to a steering column that is physically locked by a cylinder on the column, an anti-theft process which has nothing to do with power steering.
If you have no power steering that just means the steering is extremely heavy.
In any case it sounds like your car is inoperable and should be towed to a dealership.

You should get the warning on your dashboard. Yellow or red symbol of steering wheel with an exclamation mark. It would be weird if you don't have it when the car has no power steering at all. Anyway, any steering failure should be taken very seriously.
