As the 2 cars are running off separate batteries with separate grounds. THis will create a ground loop and definately induce noise.
Forget running the RCA's away fom the power leads this is an urban car hifi myth designed to send people off and waste 3 hours rerouting their cables. If they are quality leads this makes absolutely no difference.
It will be a ground problem.
Connect a chunky ground lead to the HU chassis, with a good connection to the bodywork, if this makes no difference, link this lead to the ground on the amp, to avoid any ground loop.
How is the RCA lead connected to the HU?
Has the RCA lead got metal plugs?
Have you tried a different cable?

The RCA is going through a soundgate LOCB.2. I took this off and did the RCAs straight on and I would get no signal to the amp. Metal plugs? as opposed to what? Yes different cables.

You shouldn't need anything in between. The HU has pre-ots, the amp is expecting pre-outs on the RCA cable, but you say you don't get a signal?
Metal shrouded plug as opposed to plastic.
If you are using and line level converter this is bound to be causing noise & interference. Get rid of it and do it properly.
No one uses these useless devices in the UK, but they seem to be very popular in the states for some reason but they cause sooo many problems.

This device is not causing noise. The H/U is causing the noise. The RCAs are metal surrounded by plastic. - Monster Cables.

If you don't use the LOC, and connect the RCA's directly to the HU using the mini ISO adapter, you'll get signal, but make sure the remote on lead is connected otherwise the amp won't turn on.
I've done this over a dozen times and it's never failed.
How do you know it's the HU, not the LOC?
Metal shrouded RCA's should always be used where possible (the ones on the right). The plastic covered ones mean your lo level pre-out signal is slightly exposed inside the plug. This is unlikely to cure the problem you have, but good general practice in a noisy car like the A3.

I know its not the LOC because I took out the LOC and wired it up like u said i should. Then I got no signal. So i had this thing (non powered) from soundgate that was supposed to reduce the noise i had so I put that inline with the RCA and i guess it made it so I could get a signal. I still had a hum. As soon as I unpluged the speaker bundle from the H/u the noise stoped so I know it's not being picked up or anything. I said all that in my 1st post. I'm using the wires on the left.

Why can't you just tap into the rear line outs going into the rear speaker amp?
The pin outs are detailed in the Tech forum.
You will always get hum/hiss/noise from a LOC, as the signal is already amplified.
Please tell me exactly how you connected the RCA's when you get no signal?
