Default Dead bulb or something else?

Driving home yesterday, after signaling to change lanes, my trip comp said "front right turn signal" and put up the sign meaning it was out. OK. got home, and sure enough when you have the signal on, the parking light bulb doesn't blink. However, when the headlights are on the bulb is illuminated. Is this a bulb problem, or could it be something else?

The one wire is out or "shorting". On my slug the signal flashes rapidly even before the wire burns out. The wire starts drawing too much current before it blows and an inline ohm sensor picks up on it and lets you know..genius ain't it? Yeah. LOL
