do aftermarket HU's produce better sound than an oem headunit from '98 and up?

Absolutely yes, the Audi (Panasonic) head units are the worst I've heard in a quality car
The HU itself is very low spec (20w x 2 output), the wiring in Audi's is abysmal and the rear/sub amp is hopeless.The speakers are the lowest cost item you will find (paper cone garbage). The Bose system isn't much better and still relies on the same head unit and mickey mouse wiring.
The equivalent VW systems are so much better in a cheaper car.
Aftermarket is the only way forward, but you need to change more than the HU if you want a dramatic improvement.
