stereo install problems

2004 Audi a4 with concert stereo

I am trying to replace with and aftermarket deck. The first issue I had was my new plugin wiring harness had the keyed power in the wrong spot compared to factory harness. I verified power and ground wires with my fluke meter. That is where my problem are coming from. With the new deck not plugged in I have my ground, constant power, and keyed power. I checked all of these all the way through the new harness and everything is good. Then when I plug in the new stereo I am only getting .3 volts at the keyed power so the new stereo is not turning on. I verified that the new one works by connecting directly to a spare car battery I had and it powered on like it should. I'm not sure why I would have 12 volts without the stereo plugged in then on!y .3 with it plugged in. Please let me know if you have any ideas on what the problem might be. Thanks
And one more thing on what all the connections are. I'm not sure what the other cable it that is slightly smaller then the antenna cable but looks similar. Thanks
