I have tried three different wheel cleaners but none got rid of them. The wheels look great as I clean them, but as soon as I dry them, these cloudy spots appear. I saw another post where someone said to protect the wheels with a wax or sealant, but I need to get them clean first.
That's most likely damage under the clearcoat, often caused by harsh cleaners or inadequate rinsing. Re-finishing is going to be a permanent solution. I've seen people spray products on, as you note, that mask the condition until the product get rinsed away the next time. You could also reach out to your local detailer and see if they any ideas for you, Mudshark.
FWIW, I see this problem on loads of cars in my area where they use all sorts of nasty crap on our streets to melt snow/ice during winter months.
