Default Is a damp foam pad more aggressive than a dry foam pad...

when using a glazing compound? That is... a water damp pad + glazing stuff vs a dry pad + glazing compound.

Default What sort of "glazing compound"? A damp pad can dilute the product on the pad...

but can also minimize any hazing before the pad is primed.

I've read several people that will simply spritz the face of the pad with a very light spray of DI water as a prime and that's it.

Default Seems I remember reading that a foam pad is more aggressive when..

dampened with H2O. not sprayed lightly to aid application of glaze or near final finishing polish, but damp dry...saturated, then wrung out a good amount. I been thinking on this since I read it...maybe in a detailers site.
