Yes and no
tooth-pick is a great idea for application. Sometimes you may want to even whittle it to a finer point.
If you're comfortable with it, get some sandpaper from your body shop (super-high grit, not something Lowes would carry) and you can use that to smooth the paint. But unless you have some skill with it, you could do more damage than good.

This is sort of a "How To Use Touch Up Paint Like A Pro, Assuming You Have All The Time In The World," but the basic technique for applying the paint is the best, and you can use the rest of the tips based on your own level of patience and attention to detail.
Also, Langka isn't too bad for smoothing out the blob, if you aren't too fussy.
