I am a detailing nut, yet I can't figure this out.

I live in downtown Chicago and am building a new garage so I have had to park outside for the last month.
Now, all over my car I have these very tiny white dots. I thought "no big deal I will just clay them off." However, that didn't work. When I clayed, a small amount was still left on the paint, now, it is just a smooth white dot.
I can't seem to figure out what it is (sap, fall-out, bug poo) and the best way I have found to get it of is to chip it off with my fingernail. Obviously, not something I want to do. Especially since doing that to the hood alone took me almost two hours.
I have not tried the weaker goo-be-gone and am wary to do so. However, I am open to any and all suggestions.
Thanks, Adam

I haven't found anything (besides wetsanding) to remove them. I am starting to think that they are locations where drops of sap have etched the paint (BAD).

Having researched several forums, you may want to try this. Firstly, don't pick at the dried particles. Try soaking a sponge with white distilled vinegar, then placing the sponge on the spots. The vinegar will break down the (maybe) dried cement. Then, carefully remove the sponge and hose the entire area. It will be smelly, but, the vinegar should do the trick. HTH ..

I recently purchased a 97 Audi A8. The black paint looked great until I tried to wax it. After waxing, there were little white dots all over the hood, roof and truck lid. No amount of buffing would remove the white dots. I took the car to a body shop. Their paint expert looked at the finish and told me the the clear coat was pitted and the pits were filled with dried wax. Does anyone have any suggestions on how to deal with this problem, short of repainting?
