Way too caustic for painted wheels...and unneccessary in my opinion..

Default Kip, if you are having trouble removing brake dust, don't go for a stronger cleaner...

change to a better, lower dust pad.

And, keep a coat of wax or other protectant on the wheels... it should pretty much rinse off and what doesn't rinse off should certainly come off with regular paint shampoo...
