harming the finish? I try to keep them waxed but I still can't get those little black spots off with soap and water. TIA.

should be safe on the spokes as well but can be a bit messy. Spray it on a cloth and let it soak on the spots for a bit and it'll dissolve them right off.

It will extend the life of the wax on the wheels (which is very short anyway, due to the heat), and it will make it harder for those bits of brake dust to attach to the paint.
Twice a year, give it a thorough cleaning to remove whatever builds up on the wheel.

P21S Total Auto Wash (a citrus cleaner).
As I understand it, your black spots are probably either brake dust deposits or tar.
My experience is that the brake dust deposits come off with soap and water if you wash every week. If not, the TAW is a good bet. The bigger, harder to get off spots (likely tar) have required the Tar, Gum and Wax Remover. I pour some on a oldish terry towel and just start to rub. You will see the stuff coming off on the towel, but you will probably still need to reapply the solvent again (or more).
The downside of these two products is they will take off the wax that is there. The upside is that they are safe for your paint and do a very good job. Obviously you will want to rewax after using these, but that is a small price to pay for stunning wheels.
