Kinda, but not really.
It's not really practical to expect your hand to stay dry...so the next best thing is to effectively insulate it while it's wet. That's exactly what neoprene wetsuits do. Don't need the entire wetsuit though...unless you're at the local bikini car wash...in which case the wet suit kinda defeats the purpose.
