scary bald dude not so scary on wheels... works good.
I use it like a sponge along with P21S wheel cleaner. More gentle than a wheel brush; too fragile for tires IMO... tends to shred up.

But if you're using it along with wheel cleaner
then you don't need it. I use wheel cleaner with a regular small kitchen sponge, because the cleaner's doing the work. Well, that and the physical agitation of the brake dust, that's what is really doing the cleaning.
