leveling pad with or without compound or would you go straight to 2000 grit wet sanding followed by the "routine"? I'm thinking leveling pad before attempting to wet-sand, but I dunno.

If the drips consist of paint, it would probably need to go to a body shop for repair. Whether that involves sanding, and reclear, or sand, repait and reclear, I don't know.
Now, if the drips are only in the clearcoat, wetsanding will work. Just be sure to put a backing plate on the sandpaper, so you level the "high spots" (drips) until you get down to the level of the surrounding clearcoat.
