whats the purpose of rubbing compound??

i had the front end of my car repainted. my cousins and i wet sanded the old paint off then my uncle, primered it, painted it, then applies 3 or 4 coats of clear coat. then we wet sanded with 1500grit. after the grit they went straight to 3M<sup>TM</sup> Perfect-It<sup>TM</sup> Foam Polishing Pad Glaze. when we did it, it looked like it took all the scratches out but then looking at it in sunlihgt, most of the scratches/sanding marks are still there. after the glaze we applied 3m IMG then Zymol polish.
i guess my question is, is my new paint fvcked up for good or is it salvagable (w/o getting it repainted)??
if we had applied the rubbing compound first, would the scratches/sanding marks still be there?? how can i fix this???

2000 grit wet sand paper. Then you could use the 3M Perfect-It and then FINISH with a Polishing compound. The Polishing at the end should remove the "swirl" effect.

The Abrasive Order: The following 3M polishes are listed from least abrasive (least cutting action) to most abrasive (most cutting action.)
A. 3M Perfect It II Swirl Mark Remover (PIN # 39009 for 16oz. bottle)
B. 3M Perfect It III Machine Glaze (PIN # 39012 for 1 pint bottle)
C. 3M Finesse It II Finishing Material (PIN # 39003 for 16 oz. bottle)
D. 3M Perfect It II Fine Cut Rubbing Compound (PIN # is 39002) (1200 grit or finer sanding lines)
E. 3M Imperial Microfinishing Rubbing Compound (Medium-Cut) PN # 39001 (1200 or finer scratches or coarse swirl marks)
F. 3M Super Duty Rubbing Compound (Heavy-Cut) PN # 39004
BTW Menzerna IP is for 2000 grit marks. I don't know the numerical ratinbg for all the 3M stuff
