I think a metal polish or a polish that suites your wheels finish will make a BIG difference.

I use P&S brake buster with wheel brushes can be used on both rim and tire!!

Wheel Cleaner Plus is pretty intense stuff and I've had great success removing years of stubborn grime from my trucks wheels with it. Maybe try a different brush with it?

I'm curious as to what kind of brush you used with this cleaner. Wheel Cleaner Plus is pretty intense stuff and I've had great success removing years of stubborn grime from my trucks wheels with it.

I think it's important not to just clean the wheels well, but decontaminate them (remove iron chemically and then with a clay bar), and then coat them with some ceramic product. The brake dust will be less likely to stick and the wheels will be easier to clean in the future.

The tough wheel cleaners not only remove the brake dust but they take off any wax or coating on the wheels as well. Try cleaning the wheels really well, then coat them with wax or ceramic, and then use only a neutral pH car wash soap after. You might find that the wheels stay cleaner and are easier to clean if you don't strip them to bare metal every time. I don't even use a wheel brush (too harsh and unnecessary). I just use a regular wash mitt plus a soft detailing brush to get into the wheel bolt holes.

You don't have to go nuts with expensive ceramic coatings. The Griot's Garage Ceramic All-in-One Wax actually works very well for wheels.

Not that it might be the case, but are you just spraying on and rinsing off? From my experience, most require agitation to work well.
